I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.
If you mean that you live in an apartment complex or community where it is served by a cluster box which contains many addresses then I can tell you it isn't illegal at all to walk up to a letter carrier. It actually never is unless you plan to threaten or harm the individual and that could result in you doing something illegal. If we are putting mail into a cluster box (aka NDBCU) it could be annoying to us if we have a lot of mail to sort plus we may not give you your mail directly. I hope this answers your question.
I am not familiar with any rules that would or wouldn't allow this. On the surface it seems odd that you wouldn't be able to receive your mail directly from the USPS, but this may be the way the condo is set up. When you say an owner operates a rental business in her unit, do you mean she arranges for people to rent other condo units short-term, kind of like a rental agent? Either way, I'm not sure how this affects mail delivery. An alternative to having your mail delivered to this single unit would be to rent a PO Box. Sure it is more costly than just getting your mail delivered to the condo complex, but there is reliability and privacy/security with a PO Box.
I see on a map you are referring to towns in MN that are about 55 miles apart. That's the mileage from Chaska, MN to Zimmerman, MN. I'd say it's approximately 2 days to get from the origin to the destination. For example, if the letter was mailed on a Tuesday before the collection deadline it should be delivered by Thursday. I hope this answers your question. It's also not a good idea to send actual cash through the mail if you can avoid it.
If the mail arrives at the PO for delivery on the Saturday and the recipient's office or building is closed, we hold the mail at the PO until the following delivery day (usually Monday) and deliver it then. We will do the same thing if a business or institution is closed any other day of the week. We will hold the mail until the next delivery day that they are open. On some occasions the facility will have a door slot or mailbox. In that case we can deliver the mail anytime since there is no need for the facility/office to be open to receive mail delivery. As long as you addressed the letter properly and affixed the correct postage the letter should make it to London correctly. When letter carriers pick up outgoing mail we generally just put it in a basket with all of the other outgoing mail and a processing facility sorts the mail based on where it is going to. If you still have the letter, please put the country of destination (UK or England) on the very bottom line of the address. I'm sure the Royal Post is reliable just like the USPS is.
Another good question that I'll fail miserably at. It's hard to find good gloves that will keep your ha ss warm and dry plus allow you to easily finger the mail. While I walk I wear a pretty regular glove on the hand where I hold the mail and then may leave the hand I use to finger the mail exposed but put it in my pocket between houses to keep it somewhat warm. You may also purchase single use hand warmers which you can keep in your pocket and they should last you the whole work day. Some carriers wear sealskin type gloves. I've never tried some so I can't comment on how good they are. Basically I own many pairs of gloves and just do a lot of experimenting to get it right. If it's raining try and bring multiple pair so you can exchange out wet gloves for dry gloves.
The main reasons for a mail route to change for a city carrier is because a route/assignment has come up for bid (Another carrier has retired/transferred/bid to another route) and one carrier decides to bid for the available route so they'd leave their current route. That is the most common reason. It's possible you could have the same carrier for many years or a route may be so large or undesirable that it's like a revolving door as to who delivers your mail. One other reason for a new carrier is if the office restructures the routes and different streets go to different letter carriers. Where I work I've only seen this a couple of times in 15 years. This would be more common if there was a lot of new construction in a town. Assignments or routes are awarded to the carrier with the highest seniority who desire it.
