If a runner has the ball and the defender following him knocks the ball loose during the tackle into the field of play, but the tackler had stepped out of bounds the step prior to locking the ball loose, is it a fumble?

During an interception return, an offensive player chases the defender and knocks the ball loose. The offensive player is out if bounds when he knocks the ball out if the defenders hands. Is the ball dead or is it a fumble?
